What's a Prince, in this context?
Con:
Powerful member of the court with their own subarea of control and power, roughly equivelent of a Duke.
I imagine their purpose is to protect children in one form or another. Jack Frost would be a noble, of Kringle's. Abilities would be flight, Ice magic, maybe a powerful artifact in his Crook of Winter.
Peter Pan would be a Prince of the Fairies like Tinkerbell and purpose would be to protect Changelings of the Fae, and give them a way out of choosing by keeping them young. Abilities would be flight, swordmenship, magic of the Summer, or Spring.

Peter Pan is the same irresponsible perma-child as he is everywhere. But he's got an important job, taking care of Summer's Changelings. He's not too happy about that, and tries to avoid doing any work. The one thing he reliably does is allowing male Changelings to join his Lost Boys. Lost Boys stay young forever, delaying their Choice indefinitely. Girls can sometimes join and sometimes can't, depending on his mood and whether he thinks they're icky at the moment.
He's also the patron of pixies, which works nicely because he has no interest in bossing them around and they have no interest in being bossed around by him.

Jack Frost, like Peter Pan, appears to be a child. But in his case it's just an appearance. His mind is ancient, possibly older than Winter as a whole. He was originally an independent spirit of winter, and joined Winter millenia ago under unclear circumstances. He's been placed under Kringle's jurisdiction, which he doesn't much like. He'd rather be his own boss.
His Crook is a creation of Mother Winter's. She made it for Jack when he joined Winter, and so long as it is in his possession he is bound to the Court. It carries mercilessness within itself, and simply carrying it makes Jack Frost noticeably less kind. He's still far from cruel, though, and retains his soft spot for actual children.
Technically the Crook breaks one of the rules for a focus item, but nobody cares about that rule anyway.
