It's a matter of pacing as well. Shorter chapters make it feel like the story is moving faster, and keeps an air of tension. Longer ones are better for emotional scenes with a stronger focus on character development. So I adjust my chapter length depending on those, as well.
And of course, yes, sometimes you just spot a natural break and know it's time to change chapters, regardless of length.

I'm sure you're doing better with chapter breaks than I am. I'm still going by feel more often than not. I have my overall story planned out, the broad strokes as it were. How my characters get there is not preplanned out on a chapter by chapter basis. So I just give a general idea at the start of a chapter, try to stay true to it, and try not to foul things up too much.

My editor on my first and second book hammered home the importance of spotting strong chapter breaks. It's become habit now.
Speaking of which, I'm up to 28,285 words on Book 3.
Dresdenus Prime:
My manuscript is between 3k and 4.5k per chapter. I'm currently editing and so far I've pretty much re-written everything in the first three chapters ;D The story is still the same, but the wording wasn't terribly good. I feel like my revised draft (technically draft 3) will be awesome!
In other news, if anyone has time for a short story, venture to http://www.thomasrmanning.com/Short_Stories.html. I wrote an Urban Fantasy short titled "Spell Breaker" there's also an additional story, a sort of barbaric fantasy tale, but there's only one chapter available so far. For fun a friend and I are writing this short together, alternating chapters :o
Things are going great! I have two beta readers lined up for a read through in early May, then release the book in June! 8)
