Need help writing aspects for pre-gen characters

So I'm using Dresden Files RPG to run a Monster Hunters mashup game at a convention this Saturday. Basically, it's a League of Extraordinary Monster Hunters from the last 30 years or so. Current characters include:

Wheedonverse: Buffy, Angel, Spike
Doctor Who: The Doctor
Ghostbusters: Peter Venkman
Men In Black: J
Hellboy: Hellboy

I'd like to add a few more choices for my players, and I could really use some help generating aspects for additional characters.

I'm going with a High Concept, Trouble, and three more, leaving a couple of empty slots for players to fill in.

If anyone is inspired to write some aspects for the following, you'd have me deepest gratitude.

Wheedonverse: Willow
Doctor Who: Captain Jack Harkness (more Doctor Who than Torchwood), River Song
Ghostbusters: Ray, Egon and Winston
X-Files: Dr. Dana Scully

Or anyone else you can think of. Thanks. :)

John Constantine (Hellblazer)
Elsa Bloodstone (Nextwave)
Blade (that should be funny next to Angel and Spike)

Those four aren't really monster hunters though.

On a related note, anyone want to try writing up Willow (from Buffy) as a Submerged level character? I can stat up most of the other characters fairly quickly because they're not casters, but Willow is a full-fledged witch, with all the additional math that implies.

What can Willow do?

Does she throw fireballs? Fly? Cast lengthy rituals? Beat down vampires with her Kung Fu skills?

Well, if you follow the story through the Season 8 books, then she does all of that except for the Kung Fu.

Well, if you follow the story through the Season 8 books, then she does all of that except for the Kung Fu.

Don't forget she also uses reality bending magic, mass hypnosis a couple of times during the season. Though her greatest feats include  turning tens of thousands of women into superhuman's across the globe and then slaying hundreds of thousands of demons all by herself (during season eight).

On the Willow line there's Ressurection.  Don't forget that.  But there were consequences for that one.

No.  She is another Whedon femme fatale.  She is as powerful as she needs to be at all times for story.  For better or worse.  Though I should note that any character from a game/movie/ other form of media operates 100% on plot until a player in a game takes the reigns.

I'd just make her a warlock with Evocation, Thaumaturgy, Evo-Thaum from.... something and call it a day. She doesn't use the sight or soulgaze.  Rituals from Thaum can replicate this anyhow.

What types of spell does she favour?

If you're doing aspects as well, her magic is styled as Wicca.  She dated a werewolf for a while, then started dating another witch.  She's kind of shy and awkward - although, by the end of the show much of the awkwardness goes away.  Most of her spells are thaumaturgy.  At least the big-bang ones.  I don't really remember her pulling off any super-powerful stuff on the fly.  I think she may have a Lawbreaker in there...I'm fairly sure she's done mind magic before - but I can't really remember.
