Aquatic powers

Lets say I'm statting up a wereseal or a Scion of Neptune or something. They should get things like Inhuman Speed and such, but only when they're in the water. How do you stat that exception? Put it in as a Human Form or Involuntary Change, maybe? Affecting the swim bonuses?

I'd say involuntary change would apply here, unless it is a "just add water" effect, and they can change by pouring a bottle of water over themselves.

You could even apply some powers to human form and others additionally to involuntary change. So the wereseal could change as any werething for example, but inhuman speed would only apply when they are in the water.

Alternatively, you could apply the Limitation custom power from the master list, based on how prominent sufficient water sources are expected to be in your campaign.
Even Chaotic Neutral individuals have to apologize sometimes. But at least we don't have to mean it.
