Question on Greater Glamours

Greater Glamours aren't intended for player use. But I was wondering if it would be balanced for PCs to take a version without the true seeming power, that just gave them the +2 bonous to veils and seemings for 3 refresh. Or would that be overpowered?

I would be okay with that. And it's fairly balanced as well.
