Beast Change Question

Does a character with the Beast Change power need to use a normal action to change form?  The description of the Beast Change power doesn't specify, but the True Shapeshifting power specifies that humanoid and beastly forms take a supplemental action, while weird stuff takes longer, which implies... I don't know exactly.
