A question about NPC using aspecs

I've been reading the entry on Nicodemus Archleone in ""our world" and bumped into the following sentence: "Use his aspects—your players will appreciate the Fate Points".

Do fate points used by npcs go to the players? I haven't seen a rule about that in the core book.

Yeah, that appears to be an error. Huh.

If anyone official is reading this, it's on OW, p. 101 in his stat block.
