Small shape-shifting question

How is shape-shifting done in terms of mechanics?  If you want to use your beast change power to change into your wolf form, does it take a full action, supplemental action, or is it handled differently?  Does it require a skill check to use?

I'd *probably* call it supplemental, given the speed with which we've seen it described in the novels.

The description of Modular Abilities says it's a full action. True Shapeshifting say it's a supplemental action. I don't know if the difference between them is intentional.
