O I may have missed it in reading somewhere but what about dice roll penalties based on the level and the type of consequence a character has incured. Are ther any guildlines? I was thinking something along the lines of Mild -1, moderate -2 and severe -3. These would not be cumulative.

Those could be house rules but the consequences are normally treated as aspects that can be tagged/used my opponents or compelled by the GM.

That is of course if I was reading it correctly.

You are reading it correctly.

While I'm never opposed to folks house-ruling to their point of contentment, I do think folks should at least try running it as written a couple times to before figuring out if a house rule is NEEDED to make 'em happy.
