Skills and Specializations

What, if any, rules are there for detailed skill use?

Such as speaking Latin or Spanish? (Scholarship?)
Woodcarving to replace lost or damaged wizard staves or wands? (Crafts?)
I can do great things with a motorcycle but can't drive stick to save my life? (Drive?)
Etc... etc...

Mundane Stunts.

From playtest stuff we know there's a Linguist stunt for knowing a bunch of extra languages beyond those from Scholarship, and +2 to a skill under specific circumstances is one of the general things Stunts do explicitly. It's pretty much that simple, though appropriate Aspects could help, too.

Take a look at the SotC stunts, the mundane stunts will probably be a bit like them, and they cover most of what you're talking about (one covers Dresden's Listening etc.):
