death curses and magic "shut down"

I mentioned this over on Rick Neal's site, but what the heck - I'll ask here, too  :)

How are Death curses handled? Who gets them? I didn't see anything about it on Harry's sheet - is it understood that a wizard has it?

I'm rereading the books and there are several instances where one wizard shuts down another. How would something like that get handled?
