Question: What is Priscellie?

I've just joined the Coincil of Evil here and i saw that the topics and Priscellie seems to have a monopoly on posts. Is he/she a mod? A super-active user? Or a glitch in the matrix?  ??? I guess my real question is, "Is there any way to tell who's a mod?" I hope you're not super annoyed with me and that you at least got a rise outta the picture.
