A smattering of yes-ish answers to these.  "Ish", because some of these characters don't have a lot of data available about them, or because they function more as plot devices than take-into-action characters.  We'll be doing up "close enough for government work" sheets for all of them almost certainly, but how much will be handwaving and guesswork, I can't say.

Lanodantheon:
Will there be different "Power Levels" of statted monsters?

Obviously as Harry's adventures goes on, his obstacles get more difficult. He starts with just a rogue Sorcerer and Hexenwulfen, but moves up to Denarians and next month he apparently fights a (click to show/hide)Skinwalker in Turn Coat.

Will these Who's Who entries be arranged by magnitude or will we be able to fight a big nasty Outsider using default stats?

I'm not really familiar with SOTC's mechanics but I do understand that FATE is more of a storytelling system so there is more "Describe what you are doing" and less, "Once per day, when you die..." .

iago:
Things are more sort of a continuum rather than using discrete power classes. You'll be able to see the creature's peak skills (one indicator), their total refresh cost in stunts (another, bigger indicator), that sort of thing.
